RAD will be looking for investors to restore the monuments of federal significance in the Moscow region

OJSC “Administrative Directorate of the Ministry of Culture of Russia” will authorize the Auction House of the Russian Federation to organize the auctions for attraction of the private business to the restoration of historic country estates in Moscow region. The corresponding agreement will be concluded according the results of the tender, which took place on 15 August. The application submitted by the Auction House of the Russian Federation, was recognized as the best by criteria declared in the tender documentation.

Under the terms of the competitive selection the seven country estates in Moscow region will be transferred to RAD to be sold. All the objects are monuments of federal and regional significance. The purpose of the sale – to attract private investment for restoration and preservation of their historic appearance. Future owners are obliged to carry out repair works for the objects.

Part of the estates will be transferred to the ownership of investors immediately after obtaining the results of bidding and payment of their value, for the rest – developed a step-by-step changing of the owner. The second option provides an installment payment by installments for the whole period of the object restoration, as follows:
- payment of 20% of the purchase cost at the auction and signing the contract of sale with rental terms for a period of reconstruction;
- payment of the remaining 80% by installments on a quarterly basis, during the whole period of the repair and reconstruction works;
- registration of the object as investor’s ownership after commissioning after putting the object into service and signing security obligation.

“Commercial profit of investor is a possibility to adapt the reconstructed country estates for modern use – placing of hotels, SPA centers, treatment and rehabilitation centers. Currently in Moscow region the commercial medical institutions of sanatorium type for rest and treatment of population, including older people, are actively created. In addition to these functions, the restored building can be used for administrative and commercial purposes. The investor also gets areas adjacent to the country estates. RAD also has the experience of working with objects in the Moscow region. In late 2013 we won the tender for the right to act as an organizer of bidding for the sale of the region property – blocks of shares, shares in the authorized capital, real estate and land plots – during 5 years and now it will help us to attract investors to the objects of the Ministry of Culture”, – says Elena Gaidai, the Director of Moscow Office of the Auction House of the Russian Federation.

2. Herzen Country Estate, XVIII–XIX centuries
Building area – 661.2 sq. m, land plot area – 2.3 he
Located at a distance of 23 km from Moscow Ring Road.
3. Pokrovskoye-Zasekino Country Estate, XIX century
Building area – 376.8 sq. m, land plot area – 1.2 he
Located at a distance of 41 km from Moscow Ring Road.
4. Boldino Country Estate, 1st half of XVIII century
Building area – 1,2 thousand sq. m, land plot area – 70 he
5. Aleksandrenko Summer House, 1908
Building area – 251.7 sq. m, land plot area – 0.5 he
Located at a distance of 21 km from Moscow Ring Road.
6. Nikolskoe-Uryupino Country Estate, the end of XVIII century
Building area – 1,9 thousand sq. m, land plot area – 112 he
Located at a distance of 9 km from Moscow Ring Road.
7. Dedeshino Country Estate, 2nd half of XVIII century
Building area – 423.8 sq. m
Located at a distance of 33 km from Moscow Ring Road.

For reference:
In July of 2013 under the instruction of the Directorate of the Ministry of Culture Russian RAD sold at auction the monument of federal significance – XIX century mansion on Shkol’naya street in Moscow. Building with an area of 1.2 thousand sq. m was sold with excess of the starting price of 30 million rubles. The final sale price was 150.4 million rubles.

Currently country estates in Yaroslavl’ are being prepared for sale. The objects will be sold at the Lot-online electronic platform of the Auction House of the Russian Federation.

On 15 August OJSC “Administrative Directorate of the Ministry of Culture of Russia” summarized the results of competitive selection for providing services on the organization of open auctions for the sale of real estate belonging to the Directorate.
For participation in the competition there were submitted two applications – from OJSC “The Auction House of the Russian Federation” and CJSC “Sberbank – Automated Trading System”.
RAD, whose application contains the best offer by the declared criteria, was chosen as a Winner.
