Conference: Legislative innovations in privatization field. Classic and electronic bidding: Advantages and disadvantages.
17 February, 2015 at the address: “Rossiyskaya Gazeta” (“Russian Newspaper”), building 4, 24, Pravdy Street, Moscow
Timing: from 11: 00 to 13: 00
E-privatization – a new trend in the market of electronic bidding, and a common opinion about its place in the system of methods of privatization has not been yet formed: whether to replace the classic “bring to the hammer” auctions or used together with them. What types of property are the most promising for sale through the Web? Which sample of sale – classic or electronic – better protect buyers from corruption and unfair competitor?
The practice of the state property sale at electronic auction has not yet been developed, making it difficult to answer the questions raised. Amendments to the legislation, allowing sale of the state property through electronic trading, were adopted in 2010, but the list of permitted electronic platforms has not yet been approved.
During the meeting the experts will discuss advantages and disadvantages of classic and electronic sales in relation to certain types of assets, consider the arguments of supporters and opponents of the total conversion to electronic trading and make recommendations, which we hope will help public authorities to correctly start the project of e-privatization of the state property for the benefit for the budget and investors.
