Selling pledged property
Sale of pledged property is one of the main fields of activity of the Auction House of the Russian Federation. The purpose of AHRF is to organize effective biddings on sale of pledged assets, which should minimize losses of the creditor in case of debtor’s default.
The Auction House of the Russian Federation sells pledged assets according to extrajudicial procedure. Exactly at prejudicial stage the sale of pledged property gives the best financial result and allows to a great extent to compensate the funds given on credit.
Mechanism of effective biddings allows banks to
- Save the time and operatively get back the funds given on credit
- Preserve liquidity of pledged assets, and that means to get the maximum price for them at the auction
- Avoid expenses for keeping and management of secondary assets
Agreements on interaction at sale of pledged property the Auction House of the Russian Federation concluded with Sberbank, bank Saint-Petersburg, NOMOS-BANK and Konstans-Bank.

Land plots for housing construction in Pargolovo
On 22 March, the Auction House of the Russian Federation held auctions for the sale of pledged land plots of the LEK construction company. The three plots in Pargolovo on the Olgino road of a total area of 6.5 hectares were sold for a total sum of 522 million rubles (increase according to results of auctions – 70 million rubles). The land plots were sold into ownership. The sale was carried out with the agreement of the pledge-holder, Sberbank of Russia. The land plots are designed for construction of residential buildings of medium- and high-rise development of a total area of 165,000 sq.m.

On 7 December 2010, the Auction House of the Russian Federation held an auction on the sale of two plots for housing construction on Moskovskoe shosse, d.3, near the Park of Hero Cities. Total area of plots – 9.15 hectares.
The plots were sold by order of the owner, LEK corporation. They were on deposit with Sberbank and were sold by agreement with the bank.
In the course of the auction, the starting price (713 million rubles) increased by 1.5 times and reached 1,075,000,000 rubles. The winner was Gorodksaya DomoStroitelnaya Kompaniya (City Housing Construction Company). According to the evaluation of the winning company, a residential complex with a sellable area of around 100,000 sq.m. can be built on the plots.
Holder of pledge – bank Saint-Petersburg»
In the end of October 2009 the Auction House of the Russian Federation has sold three pledged land plots in Saint-Petersburg. The valuation was held by order of bank Saint-Petersburg, who was the holder of pledge for the property in this deal. AHRF sold these areas at first push with increase of the initial price. Total deals amount – about 314 mln. rubles. The excess of the initial price was 14,2 mln. rubles

In this case The Auction House of the Russian Federation acted as an agent for the sale of property, passed to the bank from unaccomplished loaners.
At the auction, 23 shopping malls with a total area of around 340,000 sq.m. were put up for sale as a single lot, with land plots of a total area of around 224,000 sq.m., located on the territory of the Krasnoyarsk Krai, the Kemerovo Oblast, the republic of Khakasia and Novosibirsk. The properties were sold at a Dutch auction (a reduction auction) for 3,505,000,000 rubles
Integrated premises in St. Petersburg on Prospekt Prosveshcheniya

On 25 March 2010, the Auction House of the Russian Federation realized at auction the non-residential premises at the address: St. Petersburg, Prospekt Prosveshcheniya, 69 A.
Area of the property – 213.3 sq.m.. 6 applications were made to take part in the auction. The lot was sold for 19,913,600 rubles (starting price – 12,053,600 rubles), an increase of over 65%. 263 steps were made during the auction.

On 8 September, as part of the International investment forum PROEstate, the auction house of the Russian Federation held an auction for the sale of three retail premises pledged on credit issued by Sberbank of Russia. The total sum of the sale was 71 million rubles.
The premises were held with more than a double increase of the starting price.
The owner of the premises is OOO ALEXANDR NEVSKY. By agreement with the creditors – Sberbank of Russia – the premises were sold under extra-judicial process in payment of an overdue credit.
All the premises are located in St. Petersburg. Until recently the properties were rented; two contain retail outlets, and one contains an entertainment center. At present, the rent contracts have expired, and the premises are legally free. The new owners of the properties have the opportunity to open a business in the purchased premises, or continue to rent the premises to the previous tenants, or new tenants.
