The Auction House of the Russian Federation (AHRF) is the first auction marketplace established for sales of private property over the whole territory of Russia. It is the joint project of Sberbank of Russia and Property Fund of Saint-Petersburg OJSC. The Auction House of the Russian Federation OJSC is established according to the direction of the Government of the Russian Federation №1186-р dd. August 19, 2009. The company is public corporation. 

Main founders

Main founders – the Sberbank of Russia and Property Fund SPb are the guarantors of successful activity of the first All-Russian auction marketplace.

Sberbank — the largest financial structure over the territory of Russia.

Property Fund of Saint-Petersburg — the largest regional seller of state property, which is the exclusive seller of Saint-Petersburg property for 20 years — ground areas, premises, buildings and business (shares).

Main deals of 2009

  • Industrial land plots pledged to the Bank Saint-Petersburg. Sale was carried out by order of the Bank. Total amount of deal – over 310 000 000 rubles.
  • Kushelev-Bezborodko Earl Palace located in Saint-Petersburg at Kutuzova Embankment, 24. The Auction House of the Russian Federation was engaged in sale of this palace by order of private owner. The palace is located at Neva embankment in its main, palatial area. This is unique building built in 1775. The owner was agree do sell it at 690 mln. rub. AHRF found the buyer for 740 000 000 rubles.

Main deals of 2010

  • Property of ALPI distribution network at the territory of Krasnoyarsk krai, Kemerovo region, the Khakass Republic and Novosibirsk. The Auction House of the Russian Federation was engaged in sale of 23 trading complexes by order of the Savings Bank-Capital, which got the objects as a compensation for debts of ALPI. Objects were sold at Dutch auction (auction for fall) for 3 505 000 000 rubles.
  • The first auctions for the sale of pledged property have been held. In March, an auction was held for a premises pledged under a loan from Sberbank of Russia. The lot was sold for 19,913,600 rubles (starting price 12,053,600 rubles), with an increase of the starting price of over 65%. 263 steps were made during the auction. According to the conditions of the auction, suspension of the mortgage will take place after the auction, on the basis of a sale and purchase agreement and a document on the results of public auctions.
  • In September, as part of the PROEstate international investment forum, auctions were held on the sale of three retail premises pledged under a loan issued by Sberbank of Russia. The premises were sold at more than double the starting price. The total sum of the sale came to 71 billion rubles.
  • In December 2010, the first auction was held as part of cooperation between the Auction House of the Russian Federation and the LEK construction company. Land plots at Moskovskoe shosse 3 (St. Petersburg) were sold. Total area of land plots – 9.15 hectares. The land plots were on pledge with Sberbank and were sold on agreement with the bank.
    During the course of the auction, the starting price (713 million rub.) grew by 1.5 times and reached 1,075,000,000 rubles.
    The winner was OOO Gorodskaya DomoStroitelnaya Kompaniya (City House Construction Company) (LCR group). According to the assessment of the winning company, a residential complex with a sellable area of around 100,000 sq.m. may be built on the land plots.
  • Under an agency agreement with a private owner, in May a filling stations was sold at Finlyandskaya ulitsa, 30, korpus 2, litera A.
  • The largest auction for the sale of property of private owners was held in December. At the auction on 7 December, properties were sold for a total sum of 1.4 billion rubles.
  • In 2010, as part of cooperation with state corporations, deals were sealed of a total sum of over 240 million rubles. Under contracts with the Federal fund to assist the development of housing construction, in 2010 auctions were held of land plots with a total area of around 120,000 sq.m.
  • Cooperation agreements were signed with Russian Railroads OJSC, Federal Fund of Home Construction Development Assistance, the Sberbank of Russia, the Sberbank-Capital, Bank Saint-Petersburg, Konstans-Bank, NOMOS-Bank.
  • In December 2010, the Auction House of the Russian Federation held the first auction of objects of art and antiques in the history of modern Russia. 151 lots were put up for sale at the auction, including: paintings and works of decorative and applied art, jewelry etc. The exhibition that preceded the auction was held at the Mikhailovsky Palace and the Manege Central Exhibition Hall. During the course of the auction, 56 lots were realized of a total sum of 46,135,000 rubles, including: 12 paintings, 14 icons (mid-19th – early 20th century), and 29 items of decorative and applied art (including seven items of jewelry).

Main deals of 2011

  • At the beginning of last year, the first auctions were held by the Nizhny Novgorod office of the Auction House of the Russian Federation. The integrated premise that was put up for auction was sold at a price that was 3.5 times higher than the starting price, 10.4 million rubles (starting price 3.7 million). There were 14 bidders for the lot.
  • On 18 March, the Auction House realized the property of the Sheremetevo company, the building of a preventative clinic with an area of 2,000 sq.m., with a land plot of 0.6 hectares in Lobnya, Moscow Oblast. The property was sold for 62 million rubles.
  • Auctions for land plots of LEK construction company in Pargolovo (St. Petersburg) were held in 2011. Four land plots for residential building of a total area of 8 hectares were sold for a total sum of 668 million rubles. The land plots, which are located next to the Glavstroi-SPB company project “Severnaya Dolina” and Shuvalovo park, will be developed by the companies Normann, Pragma and Lenzhilstroi.
  • On 20 May an auction was held for the sale of properties of the Russian Housing Development Foundation - two land plots in a suburb of St. Petersburg (Pushkin, SPGAU lands, sections №23 and №24), which were sold as one lot. The total area of the lots is 138.4 hectares. The auction was won by PETROSTROI corporation, which bid 569 million rubles for the lot.
  • On 2 June the Auction House of the Russian Federation held the Second auction for the sale of objects of art and antiques
    66 lots were sold at the auction. They included:
    - 26 paintings
    - 5 graphic works
    - 8 icons (mid-19th-early 20th century)
    - 27 items of decorative and applied art (including 16 items of jewelry).
    A Gift ring from the cabinet of his imperial highness in celebrating of the 300th anniversary of the House of the Romanovs was sold for 1,380,000 rubles
    • On 28 July the first auction was held at the Moscow branch of the Auction House.A 100% share package in the Baikal hotel complex was sold at the auction. The shares were realized for 426.5 million rubles, which exceeded the starting price of the package, 384.5 million rubles, by 42 million. Winner of the auction - Mirtek Group.

Electronic auction platform lot-online.

  • On 11 October 2010, the Ministry of Economic Development of the Russian Federation certified the electronic platform of the Auction House of the Russian Federation, www.lot-online.ru, for holding open auctions in electronic form in the sale of property of bankrupts.

At present, property involved in bankruptcy proceedings is sold on the platform, as well as vehicles (including pledged vehicles), any movable and immovable property. Soon: property of the treasury of regions of the Russian Federation (built-in premises for commercial use).

  • As of 1 August 2011, the turnover of the electronic platform came to 45.3 billion rubles.
